Strengthening high-integrity carbon markets: New report explores oversight of validation and verification bodies

The report, produced through ICVCM's Continuous Improvement Work Program, looks at the role validation and verification bodies play as independent third parties that check project design and verify emission reductions against carbon-crediting program rules, and notes a gap between what VVBs are formally responsible for and what market participants and the public often assume they do. Drawing on input from accreditation bodies, VVBs, carbon-crediting programs, project developers, Indigenous Peoples' representatives, human rights specialists and other market experts, the working group identified challenges including unclear boundaries of VVB responsibility, inconsistent oversight approaches across programs, shortages of qualified auditors, gaps in competency for assessing safeguards and sustainable development impacts, and conflict-of-interest management. The report lands on ten recommendations grouped into four areas: greater transparency and accountability around VVB performance and outcomes; stronger, better-coordinated oversight between crediting programs and accreditation bodies; building broader competencies across the assurance ecosystem beyond greenhouse gas accounting alone; and managing conflicts of interest to reinforce impartiality.
